I have a Roam Vagabond XL tent and it's 160 lbs. Between my husband and myself would be around 400 lbs on a 160 lb tent. So, we need a shell that can hold at least 600 lbs. We're trying to stay on a budget so please share economic options if possible.

Using the shell for security and storing purposes. Lockable windows are necessary and tinted windows are preferred.

The ARE HD series is specifically designed for this purpose. It will hold 550 lbs, so it's a bit short of what you are looking for. To give you an idea, I just ordered an ARE CX Classic on Friday with a headliner (free with coupon right now from ARE) and dome light with 2 LED strips on a prop switch for $3,090 including all wiring, installation, removal of my Bakflip G2 and relocating the bed rails to the OEM position. The HD series would probably be about $5-600 more.

If it were me I'd be looking at a basic travel trailer instead of a RTT over a cap. You can sell the Vagabond and apply the proceeds toward the trailer.

600 is on the upper end of what I’d put on the bedsides. You’ll need bed stiffeners if you don’t want the bedsides to bow out. I think that amount would be still be ok under static load.

Regarding what budget options you have, I’d look at dedicated basic bed bars.
