Mostly stock with a few minor mods.
You must drive very short trips. A little of that is normal but I haven't seen that much buildup before. That's a lot of moisture from short trips where the engine doesn't have a chance to fully heat up and burn it off.

What oil did you use last?

Short trips or head gasket.....probably short tripping though.

Part of it is the design of the filler neck. It's long on the 1GR. So that warm moist air finds the highest point. Mix in some oil with that moisture and you get that lovely smegma.

Looks like an awful lot of gunk. Is there a chance there's coolant leaking into the crank case?

Short trips in cold weather can cause that but that's alot.
Have you been keeping up with your oil changes, if you drive alot of short trips <10mi and not many long ones you need to change it more on time than mileage.
I would check/clean/replace the PCV valve as well, it may be stuck or plugged up and not properly venting the crankcase vapors.

Condensation mixed with oil. An occasional good long drive should help prevent it. Take it on the highway for a good 45-60 minutes, then before turning it off find a long hill, floor it about a mile from the top to get it good and hot, downshift first if you don’t want to go too fast. I like to add some jectron to the gas first too.

If you’re worried or the oil comes out looking like this, you could use a block tester to check the coolant for combustion gases.

Looks much like the inside of my cap when it’s humid and I make lots of short trips.

I would unbolt that neck and clean it out off the truck.

Small lift, slightly oversized tires, well...
Pretty funny that people are inferring a head gasket and nobody's seen a pic of the dipstick. That filler neck does look nasty.

Here's what a normal filler tube looks like, for reference. (That's the timing chain visible down at the bottom.) 1GR-FE, Mobile 1 synthetic, ~4K mile / 1 year oil change interval, 50/50 mix of town & highway driving, temperate climate. (Northern California)
