Keep in mind i am running URD stage 3 in my 06 6 speed at around 8400 feet. I kicked it into Neutral while coasting down the hill.

I thought this was normal until you give it some gas. I have only had turbo cars though, not S/C....

if i put it in 6th and coast it would do the same thing but the exhaust would give off a very audible back fire.

Don't get caught coasting in neutral. In some places(like in my country) it's illegal to coast anywhere in neutral because you are not in total control of your vehicle. Each to their own.

In 6th, while coasting it should run lean (over 20). Neutral should sit at 14.7. Does it read any different when idling at a complete stop?

I don't have any experience with the Toyota ECU's, but on the GM's when you take the load off the engine like that, it goes into Deceleration Fuel Cut Off and goes extremely lean. Totally normal.

My Mazdazpeed was turbo and when coasting in gear it would spike and max out my wideband but when in neutral or at idle it would always be about the same. You really only need to worry about your A/F ratio when under WOT so you don't go lean. My open loop fuel trims were targeting 11.8 when WOT.
