I want to have a rear bumper with swing out features/pivots. A couple of boxes would allow me to carry gear/gas/water above bumper level. Swing features allow me to access the camper.
Problem: the Eagle camper extends out around 8 1/2 inches from the bed (and over the stock rear bumper). Aluminess carries a rear bumper but it won't work because camper sticks out.

    Suggestions?
One option is to find a heavy duty rear bumper and have a shop weld on the pivots and frame to support the gear/gas boxes. Suggestions on this? I live in Oakland CA

There has to be an option out there for you. Take a look at this:

At around 1:16 and 2:34 you get a decent side view. It looks like that camper sticks out over the rear bumper as well (way past the tail lights) yet they have the boxes on swing arms installed. I'm interested in a setup like this, too, but I don't want to have a huge bumper sticking out when the camper is NOT in use. One of the ideas I'm tossing around is having some mounts on the side of the FWC itself for jerry cans and the like. I don't know how much clearance there is between the cab roof and the overhang, but a low-profile roof rack with side mounts for the hi-lift and some recovery gear (axe/shovel) might work, too.
