Title explains it all, after installing my new carb legal header on my 2rz my obd2 scanner saids it’s not emission ready , I’ve got no CEL but my scanner does flash a “cat” problem , so now I wonder if it’s the header causing this or just a coincidence that my cats or 02 sensors going bad , No leaks and all stock exhaust

How long did you drive it since reseting the code?

    4 run, 2 don't
Disconnect battery, leave alone for 15mins, reconnect, drive and enjoy.

not emissions ready indicates that not all of the smog monitors have been completed. I do not know what scanner you are using and having said that if it is a $20 scanner it will not tell you which monitors have been completed and passed. 99% of the time it is the evaporative monitors that have not been completed. There is only one way to run the evap monitors and it is as follows: The fuel tank MUST be between 1/4 and 3/4 full. The intake air temp sensor reading MUST be within 10 degrees of the engine coolant temperature and there MUST be a minimum of 8 hours of the vehicle sitting with the ignition off and this must happen twice.

Have you disconnected your battery recently? If you did you need to drive enough for the emissions system to complete it's check protocol. Having a CEL means nothing in this case, just that the system hasn't thrown a code yet since the computer was reset. Depending on how you drive this could take days or weeks to clear. I have a very similar scanner and the yellow light means it's checking everything and so far everything is good. I can't tell you exactly what the I/M Monitoring Status symbols mean, but I know they tell you what point the vehicle is in emission checking.

I deal with emissions crap all the time here in California. As long as you don't throw a CEL then you'll be fine.

As a note, the green light does not necessarily mean you will pass smog, just that they will check it for you.

I have had it take more then 500 miles to cycle all the tests.

Clear any codes or disconnect the battery your starting over.

Same, I have had it take months. Toyota has protocols and they can take time. Somewhere there are steps to complete the drive cycle from Toyota, it could speed up your process if you can find them.

I have tried the forced protocols my luck was never good always one test would not cycle and never the same one on different vehicles

Shit bolted onto other shit, and junk.
Here is a drive cycle that works well on Toyotas when trying to set the readiness monitors to pass an emissions test.

    • Fuel tank at 1/2 full.
    • Engine cold start idle for 10 minutes.
    • Drive at highway speed 55-60 mph with steady throttle for 16 minutes.
    • Return to idle for three minutes with engine running in park.
    • Drive again at medium speed 40 mph for eight minutes.
    • Return to idle for three minutes.
    • Repeat next day.
One monitor requires a minimum temperature of 40 °F. If your climate is below this temperature at night, the evap monitor will not complete. You must park the vehicle in a heated garage above 40° F for 12 hours, with the key off and fuel tank at 1/2, to run the evap monitor.

This is much easier than this almost impossible to understand Toyota procedure...but it's the quickest.
