I took off the plastic caps on my rear wheels and noticed that both wheels have surface rust on the hubs. I have only had this truck since december and it has 2500 miles on it. I also live in the south were we don't salt the roads. Is common to have rust right there with a bran new truck? It's only surface rust so it's not a big deal right now but could be down the road. Picture attached.

I brush grease on the hub where the wheel sits to prevent them from being stuck on and hammered off.... I live in the rust belt so I expect this

    Yes, it is common.
It probably had some there before you bought it.
    I wouldn’t worry about it.

Any steel that's not stainless, coated, or painted, can and will develop rust.
It's fine, put the caps back on and enjoy life.

Wire brush it if you care a little. Wire brush it and paint it if you care a lot.
The rest of your truck will be dust before rusting hubs cause any issues besides making wheels hard to take off.

Yeah, 30+ years from now, I’m betting the axle hub holds up longer than the “other” parts.
I mean, us 1st and 2nd Gen guys went through frames before an axle.
Ain’t no way I’m going worry about rust on a hub.

Only aesthetic mods so far Leer 180 cap & Clazzio covers on order.
You may not have salt (chlorides), but you do have water and oxygen - both make many metals oxidize (rust) - it's unavoidable when bare metal is exposed to the elements. The only way to avoid this is with a well-maintained protective coating.
