Looking at the leaf springs on a stock 2018 off-road, it appears to have a 2 or 3 degree shim below the springs. Is this the norm?

Shim yes but I hardly doubt is that much of a degree of a shim. My 2015 had one but it was like a thin piece of metal. You have a pic of the area?

Reviving this because I just took off my stock leafs to install the icon multi-rate RXT pack and discovered that my 2018 also has shims.

Only problem is they're basically seized to the OEM leaf and I can't get them off without bending/most likely just can't.

Should I even bother using them?

They are bolted on using the center pin. If you remove the center pin it should slide off.
