Replacing Steering Column Cover

    2009 Tacoma Reg Cab 4x4
    I've recently bought a 2009 base Tacoma that's a bit of a fixer. Most of the fixer stuff is from when it was stolen and driven around by a meth head for 2 weeks. I was able to get a local mechanic to replace the steering column so now the truck starts with a key instead of a screw driver, but I need to find the bottom half of the plastic cover.

    I think it's this part but I'm not sure. If anyone knows if this is it and how tough it is to install, I'd appreciate the help.
