Question on discounted OEM parts

Regarding dealer parts prices:

What is the frequency of dealer parts sales?

Do some dealers always discount or do all dealers discount occasionally?

Sales are usually around holidays, but not always. https://autoparts.toyota.com/

Larry H Miller Toyota in Lemon Grove, CA or Norm Reeves Toyota in San Diego, CA are my preferred dealers for parts.

 

I can almost always find dealer parts sales by searching the specific part #s I’m looking for.
I usually have good luck with Fowler Toyota in Norman, OK.
My local dealer never has part sales as far as I can tell, and they won’t match online prices of other dealers.

 

I have found the same locally too. They just laughed at me.
I get it, they can't be as cheap as the online w houses, but thought maybe they had some room to move.
Though I often read others say, their local dealers will price match or at least get better.
