I replaced the positive terminal on my truck the last week, did not touch the negative.
Next week went to get smog and the tech said, he could not do it because I did not install the positive terminal correctly according to procedure? He said, I need to do some research into the correct procedure on installation and redo correctly? The Truck runs fine and no codes on the truck?

    Got a picture?

    EDIT
    Procedure:
    Disconnect bad terminal from battery.
    Cut OFF bad terminal.
    Reveal new copper (skin wire)
    Clamp new terminal onto wire.
    Clamp new terminal onto battery.

I can only think a poor job of installing the terminal.

Maybe one of those Emergency type terminals was used.

    Pictures please

When you disconnect the battery the computer starts running systems checks that take time, temperature, fuel level and run cycles.
Run a systems ready check with OBDII
    Scanner.
Auto parts stores will do it if you don't own a scanner.
Can't pass Smog till systems are ready.

All have outstanding points to look into but going back to the tech he now said, that it passed smog but was not complete until one of the monitors is complete which means I now need to follow the whole drive cycle over and over again until it passes?

Sounds like you got it right.

Yes, Toyota can be a PITA to get all the test completed.
It seems like late 90- early 2000 trucks were the worst.
You wouldn’t be the first one to fail for incomplete cycles.

    So, to clarify.
    Is the terminal ok?
I’m going to say that what caused you to fail was disconnecting the battery to fix the terminal.
Which cause the drive cycle test to reset.

Now that makes more sense then installing a battery terminal incorrect .

I guess Op was not aware disconnecting the battery clears the OBDII computer and to have all the test complete before going for the emission test.

I know getting the Cat test to complete can be a pain with my 2000 even following the test drive cycles .
