Can a power and heated driver's seat be installed on passenger side of 2021 Tacoma? Can the passenger side seat wiring be modified to accommodate this? Heated seats are already present.

Only aesthetic mods so far Leer 180 cap & Clazzio covers on order.
    Probably not.
The controls for the seat operation are located on the left side of the driver's seat. Mount that on the passenger's side and those controls will be tight against the console.
As far as the bolt pattern, I have no idea if they are the same or would be mirror images of each other. If the latter, then a swap wouldn't be practical (or possible without some major work).

I don't think this would work either. Don't think rails would line up, seat controls are on wrong side, harness probably has some type of occupant detection built in for airbag activation etc.

Find a good deal on a driver's seat? Why are you trying to retrofit this anyway?

I think it would be doable, if you can live with the seat controls on the wrong side, and it would probably need to have a passenger side base frame fitted to work there. As mentioned, before, you'll likely need to transfer the seat occupied sensor to keep that feature available, too.
If you have the time, determination and money, I'm sure it could be done.

if the driver has fast enough reflexes to get out of the way of the "passenger side" airbag that's now pointing at them like a loaded rifle.
I'm not that quick anymore and never was.

    I drive a Miata.

There are side curtain airbags installed in the seats, and driver's and passenger are wired slightly differently to accommodate the weight sensor. The lower framework is also very different (even when comparing left and right non-powered seats), though I don't know why. The passenger has an extra cross bar on the underside for some unknown reason.

The easiest approach would be to take the motors and lower framework out of a spare drivers and do a LOT of retro-fab to make it fit the pax side so that bags and sensors remain in the same position. But for most people, that juice isn't worth the squeeze. Exact positioning isn't required for passenger comfort, since their hands and feet aren't attached to fixed points. I honestly debated whether my passenger even needed a heated seat when I fitted mine.

All connectors to the seat motors have a mating connector, which would be easy to extend the controls to the door side of passenger seat. Making the holes to accommodate the switches would also be easy by mating the driver's panel to the passenger panel and tracing the spots. Seat side airbag has its own connector, no need to worry there.
Seat heater is also a no brainer since it also on its own circuit with dash panel control.
Now the task of removing the driver seat bottom to mate the passenger top...and having it align with the floor seat bolt holes...
