    My 2010 4x4 Tacoma:
Passenger Low Beam Headlight Doesn't Work but High Beam Does; Driver's Side Headlight works fine. AND Both Fog Lights don't work at all.
    Things I've done already:
    (1) Installed new assemblies (both headlights)
    (2) Installed new bulbs (both headlights and both fog lights)
    (3) Installed new fuses in engine fuse box (headlights and fog lights)
    (4) Installed new relays (headlights and fog lights)

    * I do confess I yielded to the temptation of driving really fast through a large deep puddle during a rain storm; shortly thereafter, I noticed the headlight and fog light problem. Sure was fun!

Start at the headlight bulb connector, should be 3 wires. 1 ground, 1 low beam power, 1 high beam power. Look at the connectors, they shouldn't be all rusty. There's a place to start.

The Passenger Headlight LO fuse powers the relay for the fog lights.
Find that fuse, check it. Then check for power to that fuse.

There are Hi and Lo fuses. Make sure you are checking the right one.

Let us know what you find.

I agree check this fuse, it will be labeled HEAD LO RH 10A in the underhood fuse box.

Thanks everyone. The "Fog Lights" now work. You were right. I was checking the wrong fuses. This time I replaced the fuse in fusebox located in the driver’s side of the instrument panel. (Fuse #3; 10 amp; TAIL) This fuse apparently is used not only for front fog lights; it's also used for: Tail lights, license plate lights, parking lights, multiport fuel injection system/sequential multiport fuel injection system, instrument panel light control, illuminations.
There still remains the problem with the "Passenger Low Beam Headlight". (high beam works on both headlights, but low beam only works on drivers side). I'm still trying to figure a solution for that. Any more advice?
Things I've done so far to try to fix this problem:
    (1) Installed new headlight assemblies
    (2) Installed new bulbs
    (3) Installed new fuses (all four headlight related fuses in engine fuse box).
    (4) Installed new headlight relays in engine fuse box
    (5) Installed new headlight bulb connector (passenger side) to replace the old rusty one

If you did those 5 things in that order, particularly 2, then 5, maybe the rusty connector got rust on the new bulb and isn't allowing the current to flow past it. Check if you have power to the low beam pin on your new connector. Check if the ground pin has continuity to battery negative. Test the new bulb, there should be continuity from ground pin to low beam pin, and ground pin to high beam pin. New parts are often times bad.

I can’t see how the fog lights started working by replacing the Tail Fuse?
But that’s good that it made them work. My diagrams don’t show the Tail Fuse in use for the Fog Lights.

Next thing I’d do is check for power to the Lo side of the head light.
If the Hi works, that would indicate the ground is good.
If you have no power, check for power to the fuse.

Here’s a quick tip for diagnosing IF the wiring and Fogs are OEM.
It just helps get you to the problem faster - Maybe.

You could look on the dash and see if your headlight indicator is working.
It gets it’s power from the Front Right Lo beam fuse.
The Hi beam indicator get power from the Left Hi beam Fuse.

If the indicator works, it’s pretty safe to say the fuse is good and has power to it.
If it doesn’t, start at the fuse. And go from there.

I agree tail fuse doesn't factor into the OEM Fog Lights. He must have aftermarket add on Fog Lights that were wired to the tail lights circuit.

PROBLEM SOLVED!....thanks to all you Tacoma Lovers, I appreciated everyone's comments.....In the end, I tested the new headlight bulb with a multimeter, and sure enough the new bulb was bad, so I bought and installed another new one and it all works good now. I have lost confidence in SYLVANIA bulbs
