OEM hitch receiver to bumper bar - bolt torque spec???

Hey all! I did a pretty extensive search and downloaded the partial FSM here. I cannot find the torque spec for the factory tow hitch. Specifically I need the spec for the 2 bolts that fasten the hitch receiver to the bumper bar. The 2 with the raised plastic cover.

That's the same partial FSM I downloaded. I couldn't find it in there...

 

Sorry to revive a dead thread but what is that bolt on hitch receiver called? I’ve been to all my local shops and exercised my limited google-fu and can’t find one that fits Tacoma bumpers
