I have exhausted all efforts on getting my truck started. Checked battery, voltage is at 13v. Getting power to starter relay, starter relay is engaging when key is turned to start position (bought a new one just to confirm it’s a nonissue). Pulled starter and jumped the power to solenoid and starter engaged. Placed the starter back, and jumped power straight from the battery to the starter wire on the low side and starter engaged.
The only area that I can see an issue is from the starter relay to the wire harness that runs the wire to the low side of the starter (it’s a yellow wire with a small green stripe). Anyone have any suggestions?

Use a DMM to check continuity between the relay and the starter (small wire) terminal.

Take the fuse box apart a little and look for any cooked wires inside of it.

Check closely to see if any wires are rubbing on the frame and offering another path to ground

I just tried to start it with key in the on position by jumping the power straight to the starter. Motor turns over, but it will not start.

    Anti-theft issue?

Just to be clear though, you think there is an issue between the starter relay in the fuse box and the starter motor itself? On the little control wire?

That is where I thought my problem was until I just tried to start it by using a jumper wire. Had the key in On position to use jumper wire and everything turns over, motor will just not fire. So I am completely lost on what the issue is now.

Could it be the neutral safety switch?

How do you know the relay is working? A bad neutral safety switch would prevent it from closing. Just because it clicks doesn't mean the power is getting through it and on down the line where it needs to go

Ok. So I went back an double checked my work. I am NOT getting power from the relay to the low side on my starter.
I also tested the relay and determined it is working correctly as well. So it is something between the relay and low side of starter.

Not sure how to proceed from here?

There is only wire between the starter relay and the starter motor.

Alright let’s start this from the very beginning. Last Thursday I get in my truck for work and my blower for the A/C is not working correctly but still works. Fan on third speed is blowing slower than that second position. So that evening do a little searching on here and find out that it’s probably the connector that plugs into the resistor. So the next morning I jump in the middle of that and find that sure enough I have a burnt wire that connects to the resistor. So I remove the resistor to make sure I have the correct part. Hop in the driver’s seat to run to parts store and bam no cranky cranky!
I am beginning to wonder if I smoked a wire that has something to do with the factory alarm. It is my understanding that the alarm, when engaged, disables the vehicle from starting. Any ideas?

IF the starter relay is closing then you don't have an alarm issue.

You need to pin out all 4 terminals of the relay and see what you have and what you don't have at each terminal. A multi-meter or test light is required. I also like to use a relay test kit like this one. It allows you to test all 4 pins with the relay plugged in. The wiring diagram provided by jimmyh in post #8 will help.. LIL-56810.jpg
If pins 5 and 1 have power during cranking and there is a good ground on pin 2 then you don't have an alarm issue and you can focus on the green/yellow wire (pin 3).

Update: I finally slowed down enough to update my issue. As painful as this is I am going to tell on myself!!! After exhausting all efforts I loaded my truck up and took it to the dealership to have them figure out the problem. It took the tech approximately 30 minutes to find that the fuse I replaced was in the WRONG slot, fuck I'm an idiot!!!!!!!!!!!!!!!!!!!! So future reference, don't just check to see if your fuses are good, make sure you put them in the right place!
