Need ideas on waterproof container for truck bed for luggage

Greeting all. Forgive me if this questions has been asked and answered (which I'm sure it has been several times), but I'm looking for advice on how to best solve my problem.

When I travel with the wife, we have more luggage than can fit in the back seat (double cab Taco). I don't want to put the luggage unprotected in the bed while we travel as it will end up covered in dead bugs and other disgusting road detritus.

What I think I need is some sort of durable, lockable container that I can secure to the truck bed. I also want to be able to leave the luggage and whatnot locked in the container overnight safe from theft. I have been to my Toyota dealer who has referred me to various local vendors (I'm in Knoxville, TN) but I haven't found anything I think is really satisfactory.

Can anyone offer what they think are best solutions to my situation.

(Edited addition) I'm thinking about a container that will completely fill the truck bed (I need the space) and/or has a cover that attaches to the truck bed so that the container is not easily seen as a target for thieves.

You didn't mention that a locking tonneau cover or shell was not an option.

I use a (modified) Contico 53 gallon storage bin.

I bolted some 2'' steel tubing underneath, the box is pre-marked for holes.

I ran some heavy hardened chain in and around and then padlocked it to the front bed tie-downs.

It's made a great place to store all the crap I have to tote around up here in the winter (shovel, tarps, axe, etc.) It has a built in lock and can be padlocked either side as well. I have less than $100 in my setup. If you want something less hands-on, you could mount a roof-top carrier to the bed with crossbars.

What vendors did the dealer send you to?

How big of a piece of luggage are we talking about? Like a few carry on sized suitcases?

I also recommend the Contico box. I bought mine in 2002 and have used it for a lot of different trucks. It has held up really well for 16 years. It can hold quite a bit of stuff. I use it just like a car trunk. I have it mounted with eye hooks and two 3/8 x 10 inch turnbuckle hooks. I can remove it and then reinstall it quickly and easily. I have used it for luggage, a stroller, winter coats, hunting stuff, tools, umbrellas, groceries, you name it. It also matches and is sized well for the Tacoma.
