I have two Pelican cases that I think are the 1500 size. I was wanting to use them for bed storage and I was wondering if anyone had any ideas on how to mount them in the bed. They have to be relatively easily removable because I use the full bed quite often. I just have them bungeed in there right now but would like something more secure and preferably lockable.

Check out my build thread (Beginning of Money Pit)
Drill 4 holes in your bed and 2 in each box( matching holes). Then use bolts to secure them to the bed. Use wing nuts to clamp the pelican cases down to the bed. Solved

Is the bed rail system strong enough to hold that kind of weight? In one of the boxes I have chains and jumper cables and other stuff so it probably weighs 40lbs.

That'll probably be what I end up doing. But then I have to remove all of the stuff in the boxes to get to the wing nuts at the bottom of the case. The best thing about this plan would be that if I locked the cases then they are secure in the bed.

Mount them to the rail system. You can buy the hardware that slides into the track and drill two holes each box running bolts thru inside box into lock nut in track.

I mounted some larger cases on a tray system that attaches to my bedslide track rails, I can move the whole tray forward or backward in the bed and by undoing 4 bolts i can removed the whole system in 10 min, I used the mounting point for the handle system on the cases so I didn't have to drill into them or into the bed or the bedslide. I should have pics shortly on how the system works.
