Looks too random to be glare. Possible chemical contamination? I know DEET (mosquito repellent) will wreak havoc on some plastics. I would imagine there are other common chemicals that could do the same.

'Twas a building near me that caused such damage the owner would be getting a letter from my attorney...

Leaving aside how one could anticipate such damage before it occurred, if the damage is the siding on your home or windows or window blinds, as has been heavily reported, that is not an option. LMAO, LOL, WTF...

The cost of attempting to litigate such a thing would cost thousands. Just buy a new grille and park someplace else. Small claims are rarely worth a fight.

That's an asshole thing to do. Do you think people installing energy efficient windows are intentionally trying to burn cars? You would be better off letting them politely know.

Also, 'twas means "It was". Just FYI.

Also, I don't know if you are writing that way to sound intelligent, but that post is almost completely unintelligible.

Just some dumb regular crap everyone else has
I have low E windows in my new house. I can tell you that it does melt things. It severely warped the siding on my house to the point to where it was drooping, looked horrible. The siding company graciously came out and replaced it for free, this time. Next time it's on me. I've since purchased some high tech screen that covers the window and helps with reflection, but it's still happening a little. My point is, it happens and the refection off of those windows can rely F up some plastic.
