My '96 Tacoma has manual locking hubs. For some reason the passenger hub after I rebuilt it won't unlock. The selector moves freely from Free to Lock and back to Free but the internal clutch doesn't retract. I am not sure if it could be because there is too much grease inside after the rebuild or if it just isn't retaining to the spring.

    Please help!

I’ve rebuilt a bunch of Aisin hubs. I’m guessing either the spring is installed backwards so it’s not retracting the sliding collar to the FREE position inside the hub, or the spring has become detached from the dial so turning it does nothing internally. Either way you have to take it apart. Photos would help, too.

So I know the spring is connected and retracting. What is happening is the clutch is disconnecting from the spring and the pawl.

So that spring between the clutch and pawl, maybe it’s installed backwards and needs to be flipped the other way. I think I made that mistake before.

I tried that. I don't think that is it. I'm just going to wipe everything out then start again.

You installed something wrong. The pawl and clutch have to be put in a very specific way.
