The best upgrade for a 98-00 Tacoma is to do what's called the "Ultimate Headlight Upgrade." Before I get into that, here's a bit of info specifically about the LEDs and HIDs you asked about:
    • Regarding LEDs - Unfortunately for us, there aren't any great aftermarket options in the LED space - they just don't work well with our housings.
    • Regarding HIDs - you might be able to find good HIDs if you're willing to do the work yourself, but I feel like the HID look in our trucks (with the large amount of "glass" on the headlights) looks a little weird.
    • Additionally, there aren't really any good aftermarket housings, either - the reflectors in them scatter light everywhere and you end up with even less light on the road than your stock headlights.
As I mentioned, the best way to go is to put higher wattage halogen lights into your OEM housings (assuming they aren't totally yellow). Here's some reading that will help in this space:
I haven't looked back since. The upgrade has been awesome, and isn't hard or expensive. My experience posts above also link to all the parts that I used, so you can easily copy the process and results if you desire.

The difference in polishing existing housings.
