hitch swing out or whatever is called

Saw a Tacoma that had a tire swing out thing attached to the hitch, holding a spare behind the tail gate.It attached to the actual tow hitch (like a bike carrier) I would like to keep my stock bumper but add this swing out. Instead of a tire I would like storage bins to hold camping gear. Like the Aluminess bumper with swing out. Any one can lead me to the right direction? I tried searching and can't find what I am looking for. I can't be the only one that has thought about this.
