Headlight mounting bracket

2002 Tacoma

I just noticed my truck has no headlight brackets!! I just checked my buddy’s Tacoma and seen the headlights bolts go though that bracket, and looks like two 10mm nut to lock it in…the crazy thing is it looks like the bracket is welded in a few spots, and don’t know why the previous owner took them off . Does anyone know what this part is called, or have a part number? I’ve been looking online for days with no luck.

So I found out it’s part of the fender, and I had fiberglass fenders put on, so maybe they forgot to take it off the old fender, and replace it on the fiberglass fenders?
