I'm getting some new wheels with a 108mm bore, and the Tacoma has a 106.1mm hub bore. I have ET lugs, but do I also need hub centric rings? I want to avoid any vibrations.

They are not "needed" per se, but if the wheels you're purchasing accept a hub ring (some wheels don't) then might as well

You definitely don't need them, especially with only 2mm of gap.
I had custom aluminum ones made since my wheels are 112mm cb.

I run 108's without rings and haven't had any issues after a year and 20k+ miles.

I'm assuming a hub centric balance and conical lugs...no.

As long as the interface between the lugs and lug seats and/or manufacturing tolerances allow the bolt circle of the wheel to coincide with the bolt circle of the hub, it should be gtg.

Otherwise, you'll need to have a bolt centric balance and/or re-examine the lug to lug seat interface.

Hub-centric doesn't inherently have less vibration.
The vibes come from the majority of balance jobs being hub-centric and something else is 'off', as mentioned above.

If anything, bead seat contour and tire dimensions are more important (i.e. match marking).
