Costco told me this is a non repairable area of the tire

    Nope. No thoughts other than, Plug it.

    Safety reasons is why they denied it.

    The closer to the sidewall, the more likely it will spit the plug.
    Plus, you never want to compromise a sidewall.

    But again, in your case, I see no “real” issue.
    Plug it.

    Plug it and make it your full size spare and then replace it. For everyone else who has a discount tire near you....take your truck down and add the road hazard to it. You can add it even it you did not buy from there as long as you do it when they are still newish.

    The dealers, and some shops, in my area won't plug tires anymore either. They will sometimes patch it, but it's ridiculous that they won't do it. It's an over abundance of caution from fear of being sued. Typical corporate mentality bullshit. The only area to not plug/patch would be the sidewall, or really close to it.

    Plug away, it'll be just fine.

    Was the person who told you that some pimply faced kid who was anticipating getting out of work on time for his hot on line gamer date?

    While a patch is always better, I'd have no issue with plugging that myself and rolling on.

    I’ve never had a plug fail but in that location I’d use a patch-plug. Using a conventional patch on a steel belted tire is worse than a plug because water and salt can get at the steel belt and cause rust.
    As far as plugs, use Safety Seal or Black Jack plugs.

    since this is a new vehicle i would check the owners manuel to see what kind of road hazard came with the truck, they may just replace it. its worth a shot.

    I've always plugged then patched tires except when it's close to the edge like that. I would replace it and make that one your temp spare if needed.

    For liability reasons they can't. And in the sue happy world we live in I understand. If it were my tire, I'd plug it myself and run it. It's borderline. Another 1/4" toward the middle and they would fix it for you. Another 1/2" toward the sidewall and I'd not plug it.

    Bigger chain stores are much more likely to deny something like that. They have deep pockets and lawyers will go after them more aggressively than a small independent shop if something happens. The little guy doesn't have anything worth suing over. A smaller independent shop will be more likely to patch it from the inside.

    Did you spray soapy water on it to see if it’s going into the tire? Small chance, but I’ve ran over a couple nails and screws that seem large but when I pulled them out they were tiny and not actually going through the tire

    Professionally I would recommend a new tire, personal vehicle or friends vehicle I would patch it.

    Tire manufactors do not recommend plugging or patching tires in the outermost tread section as such if a shop does that and the tire has a blowout results in a accident/serious bodily harm a lawyer would recommend suing the shop who plugged the tire.
    Related funny story from a similar situation, couple years ago at my dealer one of the used suv's got a nail about 1/2 inch from the sidewall and one of the newer mechanics refused to patch it, the shop foreman, myself and one other mechanic who was there backed the new guys recommend for a new tire. A different cocky and crappy new quicklube guy told sale dept he would patch it if they paid him directly and they did. About a week later that tire blew out while a customer was test driving it, no one was hurt but sales tried to blame the service dept even though it was documented.

    Take it to another shop and get another opinion… if they say the same thing … get a new tire … your life is not worth it to save a few bucks .

    Take it to a tire shop and ask them to put a patch plug on it, say you will be paying cash and don't need a receipt.
