I did my stock plastic bumper using a couple cans of plain black enamel. I did several passes of spraying from too far away to give that untalented ugly dust texture. In this case I kind of wanted the ugly dust because it hides road dirt better.

That was 2 years ago. It still looks great.

I bought a stock oem sport bumper and just sprayed it with basic rustoleum flat black ( no prep at all )with intentions to get the body colored plastic inserts . I liked the flat black look, never got the plastic and 7 years later it still looks surprisingly good , especially considering that it was just a temporary job originally...

I replaced my front bumper end last year and ordered paint from
    Automotivetouchup.cm
Good quality and it came out great. Took my time used adhesion promoter

I've always go with rattlecan rustoleum bedliner that I usually find at Home depot. Holds up well and easy to touch up. I have even finish the last coat with krylon black satin to make future touch up easier and cheaper since I like the satin finish.

    yes, this!

remember, the cleaning, sanding and etching prep work is %75 or so of the time spent on a good paint job

I've done this as well. works great, just be advised that when washing textured coatings, use a spft brush, as a spong or cloth will catch on the rough coat.

If you are using a rattle can I like VHT Rollbar and Chassis and its available at almost all auto parts stores. No primer required and since it's a one part epoxy it's a little bit tougher than rattle can enamels which are unhardened and laquers.

There are no diy powder coat kits, you need to heat to about 425 degrees for powder coating. I had my front bumper and step bars sprayed with bed liner and it has held up great, going on 4 years and haven’t had to touch anything up.

I just hand painted primer and finish paint on my sliders. My coats come out thicker and have held up really well from flying rocks.

I’ll soon be doing my new AllPro front bumper, AllPro dual swingout rear bumper, and Explore Overland DOM rock sliders. Looking for the most durable way to paint these, as powder coating is going to be cost prohibitive.

Its not as cheap as rustoleum, but Steel-It is an amazing product. I repainted my Pelfreybilt HC rear bumper when I had the sides shortened (didn't want to pay to strip and re-powdercoat it) and it turned out great. Ill soon be doing my AllPro aluminum front bumper which has fading powder coat. They only have black and grey from what I remember, and its about $25 per can. I used 1 can to do my rear bumper and a little from a second can.

TLDR, Steel-it is amazing and get it.

What brand bumper is it? Have you gotten a quote for powder coating yet?
