The 4x4 actuators are electrically operated. The vacuum lines are vent lines. Replace them if they are cracked to keep water out of the t-case and front diff.

I was wondering because someone in here told me that the reason that my 4x4 will not engage was probably my vacuum line or it not having vacuum

The T-case has an electric actuator as well as the front differential. There's sensors too and all this feeds back to the 4x4 ECU which controls this mess.

Ok cause I already took my front actuator off an all my post look good i Even tested it with a battery in my Actuator it was working good but I did notice that on my tcase on the side there is a hose that was crack so think it’s letting the vacuum out

There's a rod behind the actuator. All the way in is 2wd, out one position is 4 hi, out to the furthest position is 4 lo. All controlled by an electric actuator. It's located on the back of the transfer case. The rubber hose is a vent.

That's a vent hose. But it possibly let water in and now the actuator is water logged. This happens a lot to the front actuator. Not as often to the tcase actuator.

Take the actuator off. Verify if it's working. If it's not, open it up, dry it out, clean the terminals of the motor and try again. If you can't fix the actuator, replace it. Fix the vent line so you don't get water in it again.

Alternatively, replace tcase with a FJ tcase that is stick shift so you never have to worry about the actuator again.
