2016 toyota tacoma dash lights and interior lights flickering

Hello everyone so i have a 2016 Toyota tacoma and im having this issue that started about a month ago where my dash lights and interior lights start flickering only when the truck is on what is causing it to do that i took it to the dealer today to get it checked out all they told me was that the bulbs needed replacing and i told them about the dash too and he said his technician didn't see anything wrong with the dash

 

A forum member had a similar issue, turned out to be a cellphone charger screwing with the illumination...don't know how.

 

If i gave one of my co workers a jump would that cause something to get damaged like the voltage regulator or kill a battery cell ???

So now i got to figure out what is it in order for me to get it fixed because the service shop only told me to switch the bulbs out and that would fix the issue which i didn't believe because if im at stop light the lights start flickering but once i start moving it goes away as if the alternator not pushing enough power to the battery when the truck is not moving

 

No i didn't jump it like that ground went to my negative
