    Hi All,

My horn is not working. I checked fuses first-they are good

Then I ran power directly from the battery to the horn-It works

So I replaced the clockspring/spiral cable-Still no luck

And then replaced the relay-The horn still does not work.

I figure the only thing left is the actual switch. Can anyone tell me how to access it?

Here is the wiring for the horn if it is of any help.
You said you checked "fuses". Did you check the actual "HORN" fuse?

Do you have power at the horn with someone pressing the button?
Next would be to jumper the horn relay to see if they work.

Yes- actual horn fuse checked, and replaced just to be certain.

No power at the horn when the button is activated.

    New relay installed.

    Horn still not working.

How do you replace the horn button? I did not see it under the airbag, but I wasn't looking for it either.

Did you have 12v at pin 8 at the clock spring when you replaced it?

From the little bit of research, it appears toyota calls it a "horn button assembly" and that includes the airbag and entire front pad. I could not find a specific P/N for the switch and wouldn't be messing with it because it's integrated with the airbag. Check to see if the brown ground connector is on the steering pad, it's the connector below the airbag squib valve connectors. Check around the 5:30 mark of this video

To be sure the power side of the circuit is good, temporarily jump pins 3 and 5 of the horn relay. If the horn sounds you know the problem lies on the ground side of the circuit.

    Absolutely
The ground is just as important as the "hot" on any circuit and can through you a loop if your not aware of it..

Would you be willing to elaborate a bit? Electrical systems are not my strong suit.

use a small piece of wire to jump terminals 3 and 5 as shown in the picture, you're bypassing the relay and sending power directly to the horn, if the horn sounds you know that the fuse is good and the wiring from the fuse all the way to the horn is good.
if the horn sounds, the problem must be the ground side (circled in blue), you can have a bad ground, a bad horn button or bad relay, it could also be a bad pin in a connector or a cut in a wire (less likely).

    does anything else not work?

OP said “Then I ran power directly from the battery to the horn” so it doesn’t seem like a problem in the ground side of the horn itself. More than likely an issue with ground to the horn relay coil.

That just tells you that the horn is good, you need to use a jumper wire to actually check the wiring and power source for the horn

For clarification-the relay is in the fuse box in the engine compartment, correct? I want to be certain I am referring to the correct part.

Are pins number 3 and 5 labeled?

sure that makes sense. I guess I assumed that he jumpered the relay contacts to perform that test, maybe just +12V directly to horn.

The relay is under the hood, the pins are not marked.

remove the horn relay, connect a test light as shown below, press the horn button, does the test light light up?
