I have the 4.0 4x4 crew cab with towing package (transmission/oil cooler). Can I pull a 25 foot 4700lb trailer up a 11 mile 7% grade? More importantly can I safely get down?

I hope you have trailer brakes and a controller for the downhill part.

You are under the 6,000 pound limit so it'll do it - but don't expect to win any races. Don't use overdrive and I would monitor transmission temperature with a Scangauge or similar.

I pull about 4,000 with my 6MT and tow package and it was ridiculously slow up steep grades. Then I added a supercharger and now it's just slow.

This is probably more info than you asked for but here is a good reference for everything towing related.

yes you can, but i would make sure it trailer brakes. I just did that a while ago with 6100lbs and it did just fine.

Nope - tow package equipped vehicles are pre-wired for a brake controller but you still have to purchase the actual controller.

Then how does my trailer brakes engage when I hit the brakes? I have not added anything.

They are not engaging. Unless a prior owner or dealer added a controller, you're just burning up your brake pads.

    Anything mounted under the dash?

Not that I have seen. When I apply the brakes the trailer brakes engage, so something is making them brake. Thought it was how they came lol. Using the big round plug. I know something is installed because that excavator trailer brakes works great, that was a 10k pound trailer.

some trailers have a controller in the trailer, which takes the place of a cab mounted brake controller...

here's a towing test for a Gen 2 - it's a 2015, but same engine, and about the same trailer weight, 7% grade for 11 miles. Some good information here:
