I've seen some light bars that have a mounting bracket that appears to clamped to the cooling fins and can be slid/adjusted and clamped along the fins.

Does anyone know of a source or what these are actually named?

    Thanks!

I think what you saw was bars that are designed that way. Some have mounts on the bottom. Most have them on the end caps. Some have both options. Pretty sure they don't make universal ones that clamp on the fins... Never heard of that and I'm familiar with pretty much everything light bar related.

Here are a few bars that utilize bottom mounts.
The first one is a vision x clone. The housing anyways. They have since changed their design and got rid of the evo prime for their new xpr and xpi lines. I don't think the newer ones have these bottom mounts anymore. Haven't really looked into it lately. But some of their other bars do offer both mounting capabilities. As well as cheapo eBay China brands but are a little less functional/stable.

And here is the internal shaft in my 20" evo prime that I took out to use the end caps as mounting points. Vision x sells threaded bolt inserts for the end caps and I believe this shaft has to be removed. On my clone, I had to partly disassemble the bar just to get the shaft out. It's designed to be rotated and just fall out, but I couldn't get it out on the clone. You could also run a threaded rod through this shaft and out the end caps which is what I did for my two 8" bars and my 42". But sounds like you want bottom mounts anyways...
Maybe this gives you an idea of how they work:
